Why z-index doesn't work as you code (or why your hyper link cannot be clicked)

z-index only works on positioned elements (position: absolute, position: relative, or position: fixed).

Without a line of 'position: xxxxx' or with 'position: static' in your css,

it doesn't work and means nothing!!!
